So what is it?

Translate Web Pages (also known as TWP) is a browser extension for Firefox that translates the content of any web page in real time without opening a new tab. It uses Google, Bing, or Yandex translation services, and you can switch between them by clicking the translation engine icon in the extension menu. The extension works on Firefox desktop and Firefox for Android. On desktop you install it from the Mozilla Add-ons website. On Android you need Firefox version 120 or later, then search for "TWP - Translate For Mobile" in the add-ons section.
